The Government accords highest priority to improving sex ratio in the country and ensuring healthy life for women. Some major initiatives taken by the Government in this regard are as follows:

Beti Bachao Beti Padhao (BBBP) ensures protection, survival and education of girl child.

Mission Saksham Anganwadi and Poshan 2.0 aims to address the challenges of malnutrition in children, adolescent girls, pregnant women and lactating mothers through a strategic shift in nutrition content and delivery and by creation of a convergent eco-system to develop and promote practices that nurture health, wellness and immunity.

Pradhan Mantri Matru Vandana Yojna (PMMVY) provides partial compensation for the wage loss and seeks to improve health seeking behaviour among the pregnant women and lactating mothers. The revamped PMMVY under Mission Shakti also aims to promote positive behavioural change towards girl child by providing additional cash incentives for the second child, if that is a girl child.

Rollout of Comprehensive Primary Health Care including health promotion through Ayushman Bharat-Health & Wellness Centers (AB-HWC).

Janani Shishu Suraksha Karyakram (JSSK) to eliminate out-of-pocket expenses for pregnant women delivering in public health institutions and sick infants accessing public health institutions for treatment.

Janani Suraksha Yojana (JSY) to provide financial assistance to pregnant women for encouraging institutional delivery.

Pradhan Mantri Ujjwala Yojana empowers women and protects their health by providing LPG cylinder free of cost.

As a result of the above measures, the sex ratio at birth has improved from 918 (2014-15) to 937 (2020-21) and the life expectancy at birth has improved from 69.4 years (2014-18) to 69.7 years (2015-19).
The Government has taken several initiatives to enhance women’s participation in labour force. The labour laws have specific provisions relating to women workers besides all other rights under labour laws which, inter alia, include:

The Equal Remuneration Act, 1976 provides that there shall be no discrimination in an establishment or any unit thereof among employees on the ground of gender in matters relating to wages by the same employer, in respect of the same work or work of similar nature done by any employee.

The Maternity Benefit Act, as amended in 2017, provides paid maternity leave from 12 weeks to 26 weeks for two surviving children. It also has enabled provision of “Work from home”, after availing of the maternity benefit by the woman, where the nature of work being assigned of such nature, for such period and on such conditions mutually agreed upon by the employer and the woman employee.

Vide notification dated 29th January 2019 under Mines Act 1952, the Government allowed the employment of women in the aboveground mines including opencast workings between 7 pm and 6 am and in below ground mines working between 6 am and 7 pm in technical, supervisory and managerial work where continuous presence may not be required.

The Government has also enacted the four Labour Codes, namely the Code on Wages, 2019; the Industrial Relations Code, 2020; the Code on Social Security, 2020, and the Occupational Safety, Health and Working Conditions Code, 2020, which inter alia promote participation of women in workforce in a dignified manner through a number of provisions, some of which are as follows:

No discrimination on the ground of gender in matters relating to wages, recruitment and in the conditions of employment,

Women are entitled to be employed in all establishments for all types of work even before 6 AM and beyond 7 PM subject to their consent and other adequate safety measures.

Some of the major initiatives taken by the Government for improving economic empowerment of women are as follows:

Sakhi Sadan (Working Women’s Hostel) scheme provides safe and affordable housing for working women and thereby encourages more women to seek employment.

Palna, the National Crèche Scheme, ensures that women take up gainful employment through providing a safe, secure and stimulating environment to the children.

Hubs for Empowerment of Women (HEW) at National, State and District level have been approved under the new ‘Mission Shakti’. The support under HEW is available for guiding, linking and hand holding women to various institutional and schematic set-up for their empowerment and development including equal access to healthcare, quality education, career and vocational counselling/training, financial inclusion, entrepreneurship, backward and forward linkages, health and safety for workers, social security and digital literacy at various levels across the country.

Pradhan Mantri Mudra Yojana (PMMY) has been initiated by Government, inter alia, for facilitation self-employment. Under PMMVY, collateral free loans upto Rs. 10 lakh are extended to micro/small business enterprises and to individuals to enable them to setup or expand their business activities. Majority of the beneficiaries under this yojana are women.

Stand Up India scheme promotes entrepreneurship amongst women, SC and ST categories, i.e., those sections of the population understood to be facing significant hurdles due to lack of advice/ mentorship as well as inadequate and delayed credit.

Pradhan Mantri Kaushal Vikas Yojana aims to enable a large number of Indian youths including women to take up industry-relevant skill training in securing a better livelihood.

Deen Dayal Antyodaya National Urban Livelihoods Mission focuses on creating opportunities for women in skill development, leading to market-based employment.

Pradhan Mantri Awaas Yojana aims to provide housing under the name of woman also.

Sukanya Samriddhi Yojna – Girls have been economically empowered by opening their bank accounts under this scheme.

Skill Upgradation & Mahila Coir Yojna is an exclusive training programme of MSME aimed at skill development of women artisans engaged in coir Industry.

Prime Minister’s Employment Generation Programme is a major credit-linked subsidy programme aimed at generating self-employment opportunities through establishment of micro-enterprises in the non-farm sector.

The first meeting of the National Advisory Committee of the National Initiative on Science, Technology and Innovation Statistics (NISTIS) discussed the way forward for the initiative.
It was decided that the Detailed Project Report (DPR) for the Centre for Science, Technology and Innovation Statistics will be prepared by the Project Monitoring Unit (PMU) at the Indian Institute of Science (IISc) Bengaluru.
Principal Scientific Adviser to the Government of India, Professor Ajay K Sood, who chaired the meeting, underlined the importance of the initiative and the urgent need to establish the centre to start focused work on it.

Senior Adviser, DST, Dr Akhilesh Gupta, stressed on the need for a one-stop coordinated effort to bring the various efforts of accumulation of data and presented the tentative structure of the centre. He gave examples of international best practices of such efforts in USA and Japan.
Director Indian Institute of Science (IISc), Professor Govindan Rangarajan, elaborated on the functioning of the future centre at IISc.

Ministry of Culture as a part of Azadi Ka Amrit Mahotsav (AKM) has released pictorial books on 75 freedom fighters in collaboration with Amar Chitra Katha (ACK) to create awareness among the youth and children about the supreme sacrifice and patriotism of our lesser-known heroes of freedom struggle. The first ACK Comic book on India’s 20 Women Unsung Heroes and the Second Comic book on stories of 15 Women elected to the Constituent Assembly has been released earlier.
The tribal freedom fighters, who were unsung heroes of freedom struggle, and whose stories have been included are as follows:

Tilka Majhi rebelled against the atrocities of the British East India Company. He mobilized the Pahadia tribe to which he belonged and raided the Company treasury. He was hanged.

Thalakkal Chanthu of the Kurichiyar tribe was an invaluable part of Pazhassi Raja’s war against the East India Company. He was hanged.

iii Budhu Bhagat of the Oraon tribe was shot down in one of his many encounters with the British, along with his brother, seven sons, and 150 men from his tribe.

Tirot Singh, a Khasi chief, realized the duplicity of the British and waged war against them. He was captured, tortured, and imprisoned. He died in prison.

Iv Raghoji Bhangre belonged to the Mahadeo Koli tribe. He revolted against the British and continued his struggle even though his mother was imprisoned. He was captured and hanged.

Sidhu and Kanhu Murmu from the Santhal community revolted against the British and their stooges. They led the Santhal in the Hul rebellion. Both were betrayed, caught, and hanged.

Rendo Manjhi and Chakra Bisoi of the Khond tribe objected to the British interfering in their customs. Rendo was caught and hanged while Chakra Bisoi became a fugitive and died in hiding.

The Indian Uprising in Meerut had begun. Nilambar and Pitamber who belonged to the Bhogta clan of the Kharwar tribe were inspired to revolt and led their people to rise up against British oppression. They were both captured and hanged.

Ramji Gond of the Gond tribe rose against the feudal system by which wealthy landlords oppressed the poor with the support of the British. He was caught and hanged,

Telanga Kharia of the Kharia tribe refused to accept the tax system of the British and their governance. He insisted that they follow their traditional method of self-governance and organized raids on the treasury. He was betrayed and shot dead.

Tantiya Bhil, known as the Robin Hood of the Central Provinces, robbed trains carrying British wealth and distributed it among his tribe, the Bhils. He was trapped and hanged.

Major Paona Brajabasi of Manipur, fought to defend the kingdom of Manipur. He was the hero of the Anglo-Manipur war. He fought like a lion but was overpowered and beheaded.

Birsa Munda, of the Munda tribe, became a legend in his opposition to the British. He led the Mundas in a series of confrontations with them. He was caught and imprisoned and according to British records, died of cholera. He was 25 years old when he died.

Matmur Jamoh of the Adi tribe of Arunachal Pradesh, rebelled against the arrogance of the British. He and his companions surrendered to the British as their villages were being burnt. They were sent to the Cellular Jail and died there.

Tana Bhagat of the Oraon tribe was inspired by a divine vision to preach to his people and make them aware of the exploitation of their British overlords. He was caught and tortured severely. He was released, a broken man, and died subsequently.

Malati Mem of the Tea-garden community was inspired to join Mahatma Gandhi’s satyagraha movement. She fought against the British monopoly over opium and educated her people about the dangers of opium addiction. During an encounter with the police, she was shot dead.

Laxman Naik of the Bhuyan tribe, was also inspired by Gandhi and campaigned extensively to get tribes to join the freedom movement. The British framed him for the killing of a friend and he was hanged to death.

Helen Lepcha of the Lepcha tribe, was an ardent follower of Mahatma Gandhi. Her influence over her people made the British restless. She was shot at, imprisoned and hounded but she never lost courage. In 1941 she helped Netaji Subhas Chandra Bose escape from house arrest and travel to Germany. She was awarded the Tamra Patra for her invaluable contribution to the freedom struggle.

Pulimaya Devi Podar heard Gandhi when she was in school and wanted to join the freedom struggle immediately. Despite stiff opposition from her family she joined the movement after her studies and encouraged women to join her. She was imprisoned for her participation in protests. After independence, she continued to serve her people and was awarded the title of ‘Swatantra Sainani‘.

PAN and Goods & Services Tax (GST)-linked details on investment and turnover of enterprises are taken automatically from Government databases.
  • (ii) Digital Payments have been introduced to pass on the benefits of the schemes of Ministry of MSME through digital payment gateway.
  • (iii) MSME SAMBANDH Portal has been developed which helps in monitoring the implementation of Public Procurement Policy for micro and small enterprises.
  • (iv) MSME SAMADHAAN Portal has been developed which helps in empowering micro and small entrepreneurs across the country to register their cases relating to delayed payments.
  • (v) CHAMPIONS Portal has been developed for speedy redressal of grievances.
  • (vi) Government e-Marketplace (GeM) has been directed to further facilitate online procurement of common use Goods and Services, required by various Government

In the aforesaid event, two modules from class 6 to 8 and class 9 to 11 of Navchetna (A New Consciousness on Life Skills and Drug Education for School Children) were launched by all dignitaries present at the dais, which is basically a teacher training modules and will increase awareness and education on life skills and drugs among students in schools in India. Further strengthening the reach and impact of NAVCHETNA, the training materials are being translated into 12 regional languages of India. As a teacher support aid, each module will be available as a video to be uploaded on the DIKSHA portal (Digital educational platform of the Ministry of Education). The Ministry has set a target to generate awareness among 10 lakh Teachers and 2.4 crore Students through Navchetna Modules in a year.
Thereafter, a film on the Nasha Mukt Bharat Abhiyaan (NMBA) was presented during the event, which shows the journey of the awareness programme, reaching out to more than 8 crore population including 3 crore youths, 2 crore women, and 1 lakh educational institutions. Through this video, the message of the Prime Minister was spread to the general public.

Guest Posting Website: The provisions of the Minimum Wages Act, 1948, are being enforced by the Central Government and the State Governments in their respective jurisdiction. In the Central sphere the enforcement is done through the Inspecting Officers of the Chief Labour Commissioner (Central) commonly designated as Central Industrial Relations Machinery (CIRM) and the compliance in the State sphere is ensured through the State Enforcement Machinery. The designated inspecting officers conduct regular inspections and in the event of detection of any case of non-payment or underpayment of wages/minimum wages, they direct the employers to make payment of the shortfall of wages. In case of non-compliance, penal provisions prescribed under section 22 of the Minimum Wages Act, 1948, are taken recourse to. Landholding is the basic eligibility criteria to avail the benefit of the PM-KISAN Scheme. The Scheme aims to provide a payment of Rs. 6000/- per year to be transferred in three equal instalments of Rs. 2000/- each, every four months directly into the bank accounts of eligible landholding farmer families.
Mahatma Gandhi NREGS is a demand driven wage employment programme which provides for the enhancement of livelihood security of the households in rural areas of the country by providing at least one hundred days of guaranteed wage employment in every financial year to every household whose adult members volunteer to do unskilled manual work. There is no gender based discrimination under Mahatma Gandhi NREGS. The Government has been making all efforts for improving the women participation under the Mahatma Gandhi NREGS and for which a separate schedule of rate has been mandated for them with flexible working hours.

As stipulated in the Schedule-II to the National Rural Employment Guarantee Act, 2005, the workers are, inter- alia, provided medical treatment in case of injury caused by accident arising out of and in the course of employment and ex gratia payment on death or permanent disability in the course of employment. Further, the facilities of safe drinking water, shade for children and periods of rest, first-aid box with adequate material for emergency treatment for minor injuries and other health hazards connected with the work being performed are provided at the work site.

Stating this here today, Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh said, this decision is in keeping with Prime Minister Narendra Modi’s emphasis on effective implementation of public grievance redressal mechanism with disposal of grievance within minimum possible time, but with maximum possible satisfaction of the complainant.

The Minister said, an OM issued by Department of Administrative Reforms and Public Grievance (DARPG) also states that a complaint received from a citizen will not be closed until an appeal filed against it is disposed of. Last year, the DARPG had reduced the maximum time limit to 45 days from 60 days to resolve public grievances.

Dr Jitendra Singh reiterated that under the leadership of Prime Minister Narendra Modi, every attempt is being made to implement an effective Public Grievance Redressal System in India and bring about administrative reforms at par with global standards to promote satisfaction amongst the people. The Minister also pointed out that in various monthly “Pragati” (Pro-Active Governance and Timely Implementation) review meetings, the Prime Minister himself reviews the status of public grievances.
Dr Jitendra Singh said, the twin factors of people’s satisfaction and time redressal of grievances has led to about a 10-fold increase in public grievance cases since this Government came to power in 2014 and this also reflects the trust citizens have shown in the Government. The public grievances have increased from 2 lakh in 2014 to more than 22 lakhs at present with more than 95 percent disposal of cases. The main Mantra of the Modi Government is to reach out to the last man in the last queue with all the benefits of the welfare schemes, he said.

Dr Jitendra Singh said, the latest order mandates that the grievances received on CPGRAMS shall be resolved promptly as soon as they are received but within a maximum period of 30 days and in case the redress is not possible within the prescribed time-frame due to the circumstances such as sub judice matters/policy issues etc, an interim/appropriate reply shall be given to the citizen. He said, this measure will go a long way in furthering the citizen-centric governance, as the Government is ensuring that grievances are disposed of as expeditiously as possible.

Dr Jitendra Singh informed that CPGRAMS 7.0 has also enabled auto-routing of grievances to last mile grievance officers, along with improved data analytics using digital dashboards. He added that as many as 30,23,894 grievances were received in 2021 (of which 21,35,923 were disposed of), 33,42,873 in 2020 (23,19,569 disposed of), and 27,11,455 in 2019 (16,39,852 disposed of).

In its latest order, the DARPG has asked all departments to appoint nodal grievance resolution officers and to empower them adequately to resolve public complaints. They may appoint as many GROs as deemed necessary based on the number of public grievances received under the overall supervision of the nodal grievance resolution officer. After closure of a grievance, citizens have the option to submit their feedback and file an appeal and to obtain the feedback on the quality of grievance disposed, an outbound call centre has been started, the order said. All citizens will be contacted by the call centre to obtain feedback.

The order states that citizens will be provided the option to file an appeal if they are not satisfied with the grievance disposed of and the feedback received from citizens by the call centre will be shared with ministries or departments who would be responsible to deal with the feedback and to make systemic improvements.

To institutionalise the mechanism of grievance resolution, and to ensure quality disposal, the secretary of the ministry/department may review the disposal process in senior officers meetings, the DARPG said. Apart from this, Ministries/departments may also monitor complaints which may be raised in print, electronic and social media.

The Prime Minister has announced PM CARES for Children scheme to support children who have lost both parents or surviving parent or legal guardian or adoptive parents due to COVID-19 pandemic. They will receive the amount of Rs.10 lakh on attaining the age of 23 years. Children staying with relatives are receiving Rs.4000/- per month under Mission Vatsalya Scheme. Under the scheme, provision has been made for admission in the nearest Kendriya Vidyalaya Sangathan/Kasturba Gandhi Balika Vidyalaya or Private Schools. Further, scholarship of Rs.20,000/- are provided to all school going children of class 1-12. Children are also assisted in obtaining education loan for Professional courses / Higher Education in India for which interest would be borne by PM CARES Fund. All children have been enrolled under Ayushman Bharat Pradhan Mantri-Jan Arogya Yojna (AB PM-JAY) with a health insurance cover of Rs.5 lakh. The coverage of health insurance would be provided till they attain the age of 23 years.

Children can also avail the benefits of ‘Swanath Scholarship Scheme for Students’ which is being implemented by All India Council for Technical Education (AICTE) to study further in AICTE approved Institutions and courses. Under the scheme, Rs.50,000/- per annum is provided to each student for every year of study (i.e. maximum 4 years for first year admitted Degree students and maximum 3 years for Diploma Students) as lump sum amount towards payment of college fee, purchase of computer, stationery, books, equipment, software etc.

These children are also covered under the initiative of AICTE, “Kaushal Augmentation and Restructuring Mission of AICTE” (KARMA), for all AICTE approved institutions in the country to overcome the dual challenge of scarcity of skilled manpower in jobs and low skill level of those who are presently in jobs.
An amount of Rs.16.84 crore and Rs.4.44 crore has been transferred to 206 and 55 eligible children in the States of Rajasthan and Assam respectively under the PM CARES for Children Scheme.

Under the PM CARES for Children Scheme, the children have been given assistance for self sustenance, self-belief and motivation. The scheme is implemented nationwide and provides benefits for their comprehensive care and protection and economic independence.
