A total of 306 children of 33 Districts of 14 Lok Sabha Constituencies in Assam have been awarded healthy child award.
At the State level, the Healthy Child Award was given away to 10 children on 1st September 2022, on the inaugural function of 5th Rastriya POSHAN MAAH by the Chief Minister of Assam and Minister for Women and Child Development.


Malnutrition among under-five is an important concern all over India. Considering the initiative towards building a healthy nation, Assam shared the goal of “Malnutrition free Assam”. 20 healthy children from Anganwadi Centres were to be awarded as “Healthy Child” prize at the level of Lok Sabha Constituency. Growth monitoring was done all over the State for the measurement of weight and height of children to identify healthy children in age group.

The main objective of the healthy child award is:
1) To identify healthy children in age group of 6m-3 years and 3-5 years and to generate awareness and conduct campaigns for growth measurement of children.
2) To promote a sense of constructive competition among parents for their child’s health and well being, to encourage the parents of healthy children.
3) To sensitize the community on children health and to improve the nutrition of infants/children through increased social awareness such as importance of diet diversity and age appropriate feeding.
4) To mobilize community participation for health and nutritional wellness in the State.

Method for Identifying a healthy child

Measuring weight and height/length of children in the target group with weighing scale and stadiometer or infantometer by Anganwadi Worker (AWW)/Helper (AWH).

After measuring the weight of the children, healthy children were identified by plotting appropriately in the WHO growth chart.

The concerned supervisors/block POSHAN team guided the AWW/AWH in the entire process.

The identified healthy children were listed along with their details in the prescribed format.

Pan Sorasak, Minister of Commerce, Kingdom of Cambodia co-chaired the 19th ASEAN-India Economic Ministers’ meeting held on 16th September 2022 in Siem Reap City, Cambodia. The Economic Ministers or their representatives from all the 10 ASEAN countries Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam attended the meeting.


The Ministers noted that trade and economic relations between ASEAN and India are starting to recover from the impact of the COVID-19 pandemic and the two-way trade between ASEAN and India reached USD 91.5 billion in 2021 increasing by 39.2 per cent year-on-year. The Ministers also took note of the recommendations made by ASEAN India Business Council (AIBC) to enhance the ASEAN India economic partnership and the activities undertaken by AIBC in 2022.


The Ministers reaffirmed their commitment to take collective actions to mitigate the economic impact of the pandemic and work towards a sustainable post-COVID-19 recovery. The Ministers welcomed ASEAN and India to forge collective actions in securing a robust supply chain connectivity to maintain the flow of essential goods and services through the launching of ASEAN-India Trade in Goods Agreement (AITIGA) Upgrade Negotiations, mutual recognition of COVID-19 vaccination, vaccines production, public health surveillance, and medical technologies in moving forward with the post-pandemic recovery responses and facing future health crises.


Smt. Anupriya Patel briefed the meeting about the progress made by India in overcoming the COVID-19 pandemic with its current focus on vaccinating all eligible citizens and the major milestone of administration of 2 billion vaccine doses including booster doses achieved in July 2022, 18 months after the vaccination scheme started in January 2021. She also shared information on the steps taken by India in liberalising and simplifying its FDI policy resulting in the ever-increasing volumes of FDI inflows, setting new records. She invited ASEAN countries to invest in India and be partners in its success.


The Ministers welcomed the successful outcomes of the Twelfth World Trade Organization (WTO) Ministerial Conference held on 12-17 June 2022 in Geneva, Switzerland and reiterated their support for a rules-based, non-discriminatory, open, fair, inclusive, equitable, and transparent multilateral trading system, as embodied in the WTO.

In a significant development, the Ministers endorsed the Scope of the Review of the ASEAN-India Trade in Goods Agreement (AITIGA) to make it more user-friendly, simple, and trade facilitative for businesses, as well as responsive to the current global and regional challenges including supply chain disruptions. The Ministers also activated the AITIGA Joint Committee to undertake the review of AITIGA expeditiously.
Smt. Anupriya Patel reiterated India’s commitment to supporting a strong, unified and prosperous ASEAN and also to equitable and sustainable trade which balances the aspirations of both the partners.

“India is moving forward in the direction of becoming one of the superpowers of the world. But, there are some limitations which are preventing us from achieving our true potential. Drug addiction is one such limitation. Despite having all qualities, our country has not yet been able to stand in the line of developed countries, as there are many people, especially the youth, who are in the grip of drugs. Youth are the future of the country. They are the cornerstones of the nation. If their present is intoxicated, their future can be easily guessed. We need to wedge a fight against drugs like we did for our Independence,” Shri Rajnath Singh said.


Elaborating more on the ill-effects of the drugs, the Raksha Mantri stated that it not only adversely affects the maintenance of law and order in society, but also gives rise to terrorist activities at national and international levels. He added that many international organisations accept that the money earned from illegal drug trade is used to aid terrorist organisations, which threaten the defence and security of many countries. There is an urgent need to work together and get rid of the menace from all sections of society, he said.

Shri Rajnath Singh urged the NCC cadets to form a group of 3-4 cadets and try to reach out to the youth addicted to drugs, informing them about the ill-effects of drug use. He exhorted them to first gain knowledge about the harmful effects of drug use as well as the how to easily approach de-addiction centres set up by the Government at various places. Through this, the cadets will be able to help those who wish to free themselves from the clutches of drugs. ‘Our NCC cadets are in a way another avatar of our armed forces. If our forces are protecting the country from external enemies, then our NCC cadets can protect the country from internal enemies like drugs’, he said.


The Raksha Mantri exuded confidence that the Nation will be free from the menace of drugs in ‘Amrit Kaal’ through the concerted efforts from all sections of society.


The interaction event was jointly presided over by Minister for Social Justice & Empowerment Dr Virendra Kumar. The Department of Social Justice & Empowerment is the Nodal Department in the Government of India for Drug Demand Reduction. To create awareness among youth, children and community, Nasha Mukt Bharat Abhiyaan (NMBA) was launched by the government on August 15, 2020 in 272 identified districts. So far, more than eight crore people, including three crore youths, two crore women and 1.59 lakh educational institutions have become a part of NMBA.

In the West, many such scientists like Einstein, Fermi, Max Planck, Niels Bohr and Tesla were surprising the world with their experiments. In the same period, countless Indian scientists like C.V. Raman, Jagadish Chandra Bose, Satyendra Nath Bose, Meghnad Saha, S. Chandrashekhar, among others, were coming forward with their new discoveries. All these scientists opened many avenues to improve the future. But a major difference between East and West was that we did not celebrate the work of our scientists as much as it should have been done. As a result, a sense of indifference developed in a large part of our society regarding science.


One thing we must remember is that when we celebrate art, we also inspire and create more new artists. When we celebrate sports, we inspire and create new players as well. Similarly, when we celebrate the achievements of our scientists, science becomes a natural part of our society and it becomes a part of culture. Therefore, today I urge all the people who have come from all the states to celebrate and glorify the achievements of the scientists of our country. At every step, the scientists of our country are also giving us this opportunity through their discoveries. If India has been able to develop vaccines for corona and has been able to administer more than 200 crore vaccine doses, there is a huge potential of our scientists behind it. Similarly, today the scientists of India are doing wonders in every field. By celebrating every small and big achievement of scientists of India, the aptitude that will develop towards science in the country will help us a lot in this ‘Amrit Kaal’.

I am happy that our government is moving ahead with the science-based development approach. Since 2014, there has been a substantial increase in investment in the field of science and technology. Due to the efforts of the government, India is ranked 46th in the Global Innovation Index today, whereas India was at 81 position in 2015. We have covered the distance from 81 to 46 in such a short time, but we do not have to stop here, we have to aim higher now. Today a record number of patents are being granted in India and new innovations are taking place. You can see that today so many start-ups from the field of science are attending this conclave. The wave of start-ups in the country is telling us about how fast the change is coming.

The technology which is suitable in the Himalayan regions may not necessarily be equally effective in the Western Ghats. Deserts have their own challenges and coastal areas have their own problems. Therefore, today we are working on lighthouse projects for affordable housing in which many technologies are being used. Similarly, if we localize climate resilience crops, we will get better solutions. Science also plays a big role in the circular economy, in recycling the waste products of our cities. To deal with every such challenge, it is necessary that every state should formulate and implement a modern policy related to science, innovation and technology.

As a government, we have to cooperate and collaborate more and more with our scientists. This will improve the atmosphere of scientific modernity in the country. In order to encourage innovation, the state governments should lay special emphasis on the creation of more and more scientific institutions and on simplification of processes. The number of innovation labs should also be increased in the institutions of higher education in the states. Today is the era of hyper-specialization. International level specialist laboratories are being established in the states. There is a great need for such laboratories. Our government is ready to help every state at the central level in this regard through the expertise of national institutions. Along with modern science labs in schools, we also have to step up the campaign to build Atal Tinkering Labs.

There are many national level scientific institutes and laboratories in the states. The states should take full advantage of their ability and expertise. We also have to take our science related institutions out of the state of silos. Optimum utilization of all scientific institutions is equally necessary for better utilization of the state’s potential and resources. You should also increase the number of such programs in your states which take science and technology forward at the grassroots level. But we also have to keep one thing in mind. For example, science festivals are held in many states but it is also true that many schools do not participate in it. We should find the reasons and make more and more schools part of such science festivals. I also suggest all the ministers to keep a close eye on the ‘Science Curriculum’ of your state as well as other states. You can replicate in your state what is good in other states. To promote science in the country, it is equally necessary to build infrastructure related to science and technology in every state.

Finance Minister Smt. Nirmala Sitharaman chairs meeting on “Illegal Loan Apps”

Multiple steps outlined to prevent operations of such Illegal Loan Apps.

Union Minister for Finance & Corporate Affairs Smt. Nirmala Sitharaman chaired a meeting yesterday to discuss the various issues related to “Illegal Loan Apps” outside the regular banking channels.
The meeting was attended by the Finance Secretary, Ministry of Finance; Secretary, Economic Affairs; Secretary, Revenue, & Corporate Affairs (Addl. Charge); Secretary, Financial Services; Secretary, Electronics & Information technology; Deputy Governor, RBI; and Executive Director, RBI.
The Finance Minister expressed concern on increasing instances of Illegal Loan Apps offering loans/micro credits, especially to vulnerable & low-income group people at exorbitantly high interest rates and processing/hidden charges, and predatory recovery practices involving blackmailing, criminal intimidation etc. Smt. Sitharaman also noted the possibility of money laundering, tax evasions, breach/privacy of data, and misuse of unregulated payment aggregators, shell companies, defunct NBFCs etc. for perpetrating such actions.
After detailed deliberations on legal, procedural & technical aspects of the issue, it was decided in the meeting that:

RBI will prepare a “Whitelist” of all the legal Apps and MeitY will ensure that only these “Whitelist” Apps are hosted on App Stores.

RBI will monitor the ‘mule/rented’ accounts that may be used for money laundering and to review/cancel dormant NBFCs to avoid their misuse.

RBI will ensure that registration of payment aggregators be completed within a timeframe and no un-registered payment aggregator be allowed to function after that.

MCA will identify shell companies and de-register them to prevent their misuse.

Steps should be taken to increase cyber awareness for customers, bank employees, law enforcement agencies and other stakeholders.

All Ministries/Agencies to take all possible actions to prevent operations of such Illegal Loan Apps.

The Prime Minister also unveiled the statue of Netaji Subhas Chandra Bose at India Gate on occasion.


Addressing the gathering, the Prime Minister said that in the time of Azadi ka Amrit Mahotsav the nation felt a new inspiration and energy today. “Today, we are filling the picture of tomorrow with new colours, leaving behind the past. Today this new aura is visible everywhere, it is the aura of confidence of New India”, he said. He continued “Kingsway i.e. Rajpath, the symbol of slavery, has become a matter of history from today and has been erased forever. Today a new history has been created in the form of ‘Kartavya Path’. I congratulate all the countrymen for their freedom from yet another identity of slavery, in this Amrit Kaal of independence.”


The Prime Minister said that today a huge statue of our national hero Netaji Subhas Chandra Bose has also been installed near India Gate. “At the time of slavery, there was a statue of the representative of the British Raj. Today the country has also brought to life a modern, strong India by establishing the statue of Netaji at the same place”, he added. Recalling the greatness of Netaji, the Prime Minister said “Subhas Chandra Bose was such a great man who was beyond the challenge of position and resources. His acceptance was such that the whole world considered him a leader. He had courage and self-respect. He had ideas, he had visions. He had leadership abilities and had policies.”

He said that no country should forget its glorious past. India’s glorious history is in every Indian’s blood and tradition. Netaji, the Prime Minister reminded, was proud of India’s heritage and at the same time, he wanted to make India modern. “If after independence India had followed the path of Subhash Babu, what heights would the country be at today! But unfortunately, this great hero of ours was forgotten after independence. His ideas, even the symbols associated with them, were ignored”, the Prime Minister lamented. He recalled the visit to Netaji’s residence in Kolkata on the occasion of Netaji’s 125th birth anniversary and remembered the energy that he felt at that time. “It is our effort that Netaji’s energy should guide the country today. Netaji’s statue on the ‘Kartavya Path’ will become a medium for that”, he said. The Prime Minister said “In the last eight years, we have taken many such decisions one after the other, which are imprinted with the ideals and dreams of Netaji. Netaji Subhash was the first head of Akhand Bharat, who freed Andaman before 1947 and hoisted the Tricolor. At that time he had imagined what it would be like to hoist the Tricolor at the Red Fort. I personally experienced this feeling, when I had the privilege of hoisting the Tricolor at the Red Fort on the occasion of 75 years of the Azad Hind government.” He also talked about the museum dedicated to Netaji and the Azad Hind Fauz in the Red Fort. He also remembered the Republic Day Parade in 2019 when a contingent of Azad Hind Fauz also marched, a long-awaited honour for the veterans. Similarly, the identity and their association in the Andaman Islands were also strengthened.

The jet-black granite statue of Netaji Subhas Chandra Bose, measures a total of 28 ft. and is placed under the Canopy near India Gate.
The grand statue of Netaji, has been carved from a monolithic block of granite weighing 280 MT. After 26,000 man hours of intense artistic endeavor, the granite monolith was chiseled to produce a statue weighing 65 MT. The statue is completely hand sculpted using traditional techniques and modern tools. The team of sculptors for executing the statue was led by Shri. Arun Yogiraj.
The statue of Netaji Subhas Chandra Bose, which will be unveiled by the Prime Minister, has been installed in the same place where a hologram statue of Netaji was unveiled earlier this year on Parakram Diwas (January 23) by PM to mark the 125th birth anniversary of Netaji.
The 28 feet tall towering statue of Netaji is one of the tallest, realistic, monolithic, handmade sculptures in India. The PM had on 21st January 2022 assured that a grand statue of Netaji made of granite will be installed at India Gate as a symbol of the nation’s indebtedness to him.
A 100 feet long truck with 140 wheels was specially designed for this monolithic granite stone to travel the 1665 kms from Khammam in Telangana to New Delhi.
The Prime Minister’s arrival at the canopy for the unveiling of the statue of Netaji was heralded with traditional Manipuri Shankh Vadayam and Kerala’s traditional Panch Vadayam and Chanda. The unveiling of the statue of Netaji was accompanied to the tune of Kadam Kadam Badhaye jaa, the traditional INA song.
To demonstrate the spirit of Ek Bharat – Shrestra Bharat & Unity in Diversity a cultural festival by 500 dancers drawn from all parts of the country, was showcased on the Kartvya Path.
The glimpse of the same was shown to the Prime Minster on the step Amphitheatre near India Gate by around 30 artists who performed tribal folk-art forms such as Sambalpuri, Panthi, Kalbelia, Kargam and Drums. Mangalgaan penned by Padma Bhushan Pt. Shrikrishna Ratanjankarji on the auspicious occasion of 1st Independence Day of India in 1947 was presented by Pt. SuhasVashi along with a team of singers and musicians. Shri. Ashish Keskar was the music director for the presentation.
The festival at Kartvya path commenced at 08.45 PM today, after the main function and will also continue on 9th, 10, & 11th September, 2022 from 7.00 PM to 9.00 PM.
A special 10-minute drone show on Netaji’s life would be projected at India Gate at 08.00 PM on 9th, 10th & 11th September, 2022. Both the cultural festival and the drone show would be open to public with free entry.

Low Price Web Hosting: The National Institute for Entrepreneurship and Small Business Development (NIESBUD) and the Indian Institute of Entrepreneurship (IIE), under the aegis of the Ministry of Skill Development and Entrepreneurship (MSDE), individually signed a Memorandum of Understanding (MoU) with the Indian School of Business (ISB), a top-ranked global business school on the 1st of September 2022, to offer world class management education through entrepreneurial programmes targeted towards youth, job seekers and budding entrepreneurs.


This partnership will enable, development and implementation of two programmes— Business Foundations & Entrepreneurial Skills and Behavioural Skills Programme by ISB faculty and industry experts. Additionally, NIESBUD and IIE will drive the enrolment of youth, job seekers and entrepreneurs on the ISB LMS, across these two training programmes. A joint certification will be issued to participants on the successful completion of the courses.

Lauding the partnership, Shri Rajesh Aggarwal, Secretary, MSDE said that stakeholders are striving to create ample opportunities for the youth and entrepreneurs, contributing to the nation’s development. Today, skills are rapidly advancing and there is an urgent need to evolve adapt with these changes by providing relevant skill training to the youth. He also said that the partnership is in line with the overall vision of creating a holistic environment to support entrepreneurship and skill development, making India the Skill Capital of the World.


The Business Foundations & Entrepreneurial Skills programme will cover introduction to microeconomics and macroeconomics and foundational aspects of business are covered through marketing management, operations management, competitive strategy, negotiation analysis and basics of finance. Further, entrepreneurial skills are provided through this program by providing entrepreneurial orientation, understanding the start-up development pipeline and identifying market needs, problems, and opportunities.

The Behavioural Skills Programme is aimed at empowering youth with a range of skills and strategies to enhance their personal and workplace effectiveness. The course will include building self-awareness, inculcating growth mindset, effective verbal & non-verbal communications, presentation & public speaking, art of networking, building personal brand, art of storytelling, intro to technology, ace job interview, and negotiation analysis, among other skills.
