Reduce production of sugar and diversify agriculture towards energy and power sectors: Union Minister Nitin Gadkari

Over-production of sugar is a problem for the economy; we spend Rs. 15 lakh crores / year for import of petroleum products, hence we need to diversify the agriculture sector towards energy and power sectors, said Union Minister for Road Transport and Highways Shri Nitin Gadkari while addressing the felicitation programme of National Cogeneration Awards 2022 in Mumbai today, August 27, 2022.

The Minister exhorted the industry of the crucial need to focus on alternative fuels with the help of futuristic technologies. “While 65% – 70% of our population depends on agriculture, our agricultural growth rate is 12%-13% only; the sugarcane industry and farmers are a growth engine for our industry. And the next move should be cogeneration to increase revenue from sugar. The industry should produce less sugar and produce more byproducts, embracing the vision for futuristic technologies and using the power of leadership to convert knowledge into wealth.” This will enable the farmers to become not only food growers, but energy producers as well, he said.

The Minister said that while our requirement was 280 lakh tonnes of sugar this year, the production was more than 360 lakh tonnes; this could be utilised due to the situation in Brazil. However, we need to divert production towards ethanol as the ethanol requirement is very high, the Minister pointed out. “Last year’s capacity was 400 crore litres of ethanol; we have taken a lot of initiatives to increase ethanol production. Now is the time for the industry to plan demand for ethanol, using technologies such as power generators run by bioethanol.”


The Minister told the industry that the Government has decided to launch flex engines in India. “Bajaj, Hero and TVS are already making flex engines, many car manufacturers too have promised to launch their models on flex engines.”


The Minister informed how a crucial problem on the calorific value of ethanol has been addressed in discussion with researchers from Russia. “Calorific value of ethanol was less, 1 litre of petrol equalled 1.3 litre of ethanol, but using Russian technology, we have found a way to make the calorific value of ethanol the same as that of petrol.”


The Minister informed that even auto-rickshaws can be run on bioethanol; in the construction equipment industry too, alternative fuels can be used, similarly, Germany has proven technology to run trains on bio-ethanol. A highly purified version of ethanol can also be used in the aviation industry; the aeronautical sector is doing research on how this can be done, he added. “Bio-CNG is way cheaper than CNG and can be made from rice straw and even from organic municipal waste, making it economically attractive.”
The Minister reminded the industry that there is scope of using harvesting technologies for cutting of sugarcane. “Harvesting machines can use ethanol as a fuel, making the circular economy possible.”
The Minister said that the sugar industry faces many problems and that we need rationalisation of power purchase rates; some states are not giving rates as per Central government policy, this is one reason why the sugarcane industry is not economically viable, the Minister said, asking the industry to raise the matter at appropriate forums.

The Prime Minister, Shri Narendra Modi has addressed the National Conference of Labour Ministers of all States and Union Territories via video conferencing today. Union Ministers Shri Bhupender Yadav and Shri Rameshwar Teli and Labour Ministers of States were among those present on the occasion.
The Prime Minister began his address by bowing down to Lord Tirupati Balaji. The Prime Minister emphasised that India’s labour force has a huge role to play in realizing India’s dreams and aspirations to build a developed nation in the Amrit Kaal, and with this thinking, the country is working continuously for crores of workers from the organised and unorganised sector.

The Prime Minister reiterated the various efforts by the Government like Pradhan Mantri Shram-Yogi Maandhan Yojana, Pradhan Mantri Suraksha Bima Yojana, Pradhan Mantri Jeevan Jyoti Bima Yojana that have given a kind of security cover to the workers. These schemes have assured the labourers of the recognition of their hard work and contribution. The Prime Minister also said, “The Emergency Credit Guarantee Scheme, according to a study, saved 1.5 crore jobs during the pandemic.” He continued “We are seeing that just as the country supported its workers in their time of need, in the same way, the workers have put their full strength into recovering from this epidemic.” The Prime Minister said that today India has once again become the fastest growing economy in the world, so a lot of credit goes to our workers, he said.

The Prime Minister pointed out that the e-Shram portal is one of the key initiatives to bring the labour force into the ambit of social security. In just one year, about 28 crore workers from 400 areas have been registered on the portal. This has especially benefited construction workers, migrant labourers, and domestic workers. He requested all the ministers to integrate state portals with the e-Shram portal.
He further added that in the last eight years, the Government has taken the initiative to abolish the laws from the period of slavery that reflect the slavery mentality. “The country is now changing, reforming, simplifying such labour laws.”, the Prime Minister said. “With this in mind, 29 labour laws have been converted into 4 simple labour codes”. This will ensure the empowerment of workers via minimum wages, job security, social security, and health security, he added.


The Prime Minister reiterated the need to change as per the changing scenario. He emphasised the need to take full advantage of the fourth industrial revolution by taking quick decisions and implementing them rapidly. In the light of platform and gig economy and online facilities, the Prime Minister stressed the need to be alive towards the emerging dimensions of work. “Right policies and efforts in this area will help in making India a global leader”, he said.


The Prime Minister highlighted that the country’s Labour Ministry is preparing its vision for the year 2047 in Amrit Kaal. Reiterating that the future needs flexible workplaces, a work-from-home ecosystem, and flexible work hours, the Prime Minister said that we can use systems like flexible workplaces as opportunities for women’s labour force participation. Recalling his address to the nation on the 15th of August from the ramparts of the Red Fort, the Prime Minister said that he has called for the full participation of the nation’s women power. He added, “By making the right use of women power, India can achieve its goals faster.” The Prime Minister also emphasised the need to think in the direction of what can be done for women in the newly emerging sectors in the country.

Remarking on the demographic dividend of India, the Prime Minister said that India’s success in the 21st century will depend on how well it is used. He added, “We can take advantage of global opportunities by creating a high-quality skilled workforce.” The Prime Minister also highlighted that India is signing migration and mobility partnership agreements with many countries of the world and urged all the states of the country to take advantage of these opportunities. “We have to increase our efforts, learn from each other”, he said.


The Prime Minister, while making everyone aware of the fact that our building and construction workers are an integral part of our workforce, requested everyone present on the occasion to make full use of the ‘cess’ that has been arranged for them. “I have been told that out of this cess, about Rs 38,000 crore has still not been utilized by the states”, the Prime Minister said. He urged everybody to pay attention to how ESIC together with the Ayushman Bharat scheme can benefit more and more workers. The Prime Minister concluded his address by assuring everyone that these collective efforts of ours will play an important role in revealing the true potential of the country.
Background
The two-day conference is being organised by the Union Ministry of Labour & Employment on 25-26 August 2022 at Tirupati, Andhra Pradesh. The conference is being convened in the spirit of cooperative federalism to discuss various significant labour-related issues. It will help create further synergy amongst the Centre and State Governments in formulating better policies and ensuring effective implementation of schemes for the welfare of workers.


The conference will have four thematic sessions on integrating e-Shram portal for onboarding social security schemes to universalize social protection; Swasthya se Samriddhi for improving medical care through ESI hospitals run by State Governments and integration with PMJAY; framing of rules under four Labour Codes and modalities for their implementation; Vision Shramev Jayate @ 2047 with focus on just and equitable conditions of work, social protection to all workers, including gig & platform workers, gender equality at work, among other issues.

‘Azadi Quest’ a series of online educational games based on India’s freedom struggle

Free Guest Posting: As part of the celebration of Azadi Ka Amrit Mahotsav and to bring to forth the story of Indian freedom struggle, Union Minister of Information and Broadcasting, Shri Anurag Singh Thakur today launched ‘Azadi Quest’, a series of online educational mobile games developed in collaboration with Zynga India. Also present at the occasion were Secretary, Ministry of Information and Broadcasting, Shri Apurva Chandra, and Country Head of Zynga India, Shri Kishore Kichli.


Speaking on the occasion, Shri Anurag Thakur said that this was another in a series of efforts by the Government to acknowledge the contribution, of our freedom fighters and unsung heroes, to the freedom struggle.
“These games are an effort to tap into the huge market of online gamers and to educate them through games. Various arms of Government of India have collected information about unsung freedom fighters from the corners of the country. Azadi Quest is an effort to make this learning of this knowledge engaging and interactive”, the Minister elaborated. Shri Thakur expressed confidence that people of all age groups will be hooked on to these games and they will become household favourites quickly.


Speaking on the rising AVGC sector in India Shri Thakur said that it has been a continuous effort of Ministry of Information and Broadcasting to nurture the AVGC sector in India. In the past few years India has risen to stand among the top 5 countries in the gaming sector. The gaming sector has grown by 28% in 2021 alone. The number of online gamers has risen by 8 percent from 2020 to 2021 and by 2023 the number of such gamers is expected to reach 45 crores, the Minister added.


He further stated that these apps will bolster the capabilities of our AVGC sector and at the same time take our glorious history to the corners of the world. The information in these apps has been curated by Publications Division and Indian Council of Historical Research and will become an easily accessible treasure-trove of authentic information on our freedom struggle, he said.

The Minister acknowledged the strenuous efforts of Zynga India that have gone into creation of these apps. The Minister exhorted people of all age groups to download these apps and said this app will become an important educative tool to learn about our freedom struggle. The app will simultaneously entertain, engage and educate the users.


Speaking on the occasion, Shri Kishore Kichli, Country Head of Zynga India, said that “the path to independence commemorates a transformative milestone in India’s history and we are proud to be a part of this important national effort to honor India’s past. Our mission at Zynga is to connect people through games. This initiative is designed to engage players of all ages while harnessing the power of interactive entertainment as a teaching experience about this important era.”


The one of its kind initiative is inspired from Hon’ble PM’s call to the stakeholders of Gaming and Toy industries to develop games and toys that showcase the stories and milestones of India’s freedom struggle, and the valor of the great freedom fighters in order to engage, entertain and educate the people. The first two games in the series ‘Azadi Quest’ tell the story of India’s freedom struggle, highlighting key milestones and heroes, interwoven with fun game play. The games’ content is simple yet comprehensive, having been specially curated by the Publications Division and vetted by experts of the Indian Council of Historical Research.
About Azadi Quest:
The Publications Division today signed an MoU with Zynga India to develop a series of games under the ongoing Azadi Ka Amrit Mahotsav. The Azadi Quest games are available for android and iOS devices in English and Hindi for the people of India and will be available worldwide from September 2022. The online gaming company Zynga India was established in 2010 in Bengaluru and has developed some of the most popular game franchises across mobile and web.


The unique game series, based on the concept of ‘Gamification of Education’ will revolutionize the education sector in the country. Game-based learning provides an equitable and lifelong education by expanding the learning process beyond the classroom and age. Azadi Quest series will impart the knowledge of India’s freedom struggle and the legends of country’s great freedom fighters, thereby inducing upon the players, a feeling of pride and a sense of duty and will be instrumental in removing the sense of colonial mindset as also emphasized upon by Hon’ble PM in his 76th Independence day speech as ‘Panch Pran of Amrit Kaal’.

On the other hand, Azadi Quest: Heroes of Bharat is designed as a quiz game to test the knowledge of the players about the heroes of India’s independence through 750 questions spread across 75 levels and also tell them about the lesser known heroes through 75 ‘Azadi Veer’ cards which can be shared across social media platforms.
The year-long partnership between the Publications division and Zynga India will deliver more such games and will also expand the existing games in terms of content and features with a vision to educate about the different aspects of India’s freedom struggle and inculcate a feeling of patriotism among the people especially students and youth. The games will also provide the players with exciting rewards every month including a certificate to those who complete the Azadi Quest.

A breath of fresh air for bikers

An anti-pollution helmet developed by a Delhi based startup can help 2-wheeler riders breathe clean air. The helmet developed by Shellios Technolabs has a Bluetooth-enabled app that lets the rider know when the helmet requires cleaning.

The startup received seed funding from the Department of Science and Technology (DST) and was incubated at Science and Technology Entrepreneur Park (JSSATE-STEP) Noida.

They had signed commercialization deals with leading Original Equipment Manufacturers (OEMs) for the helmet. The product, at Technology Readiness Level (TRL) level 9 has been granted utility patent and is now being sold in all parts of the country priced at Rs. 4500/-. The end-users of the product include individual riders all over India and for the next version, Shellios has partnered with Royal Enfield Motorcycles to commercialize the product.

The founders of Shellios Technolabs hit upon the idea on realizing the challenges faced by bikers during the air quality crisis that Delhi faces in the winter months.

“We were disturbed by the health impacts of the air quality situation on the people on the roads, especially the millions of two wheeler riders who were having prolonged daily exposures and that too, to a double whammy of particulate matter and vehicular emissions in the air that they breathe,” said Amit Pathak, one of the founders.

The helmet titled PUROS is integrated with air purifying accessories which include the patented innovations of the startup — a Brushless DC (BLDC) blower fan, High-Efficiency Particulate Air (HEPA) filter membrane, electronic circuit, and microUSB charging port integrated into the helmet. The purifying system set at the back of the helmet picks up all particulate matter coming from outside and cleans the air before it reaches the biker.

Following all mandatory standards stipulated by the government, the 1.5 Kg helmet ensures exposure reduction by more than 80% as measured using a controlled environment.

The government has opened about five thousand post offices and more than 1200 bank branches with postal banking facility in the LWE affected areas in the last 3 years.

To speed up the telecom services by the government, more than 2300 mobile towers have been installed in the first phase and 2500 mobile towers are being installed in the second phase.

There has been a three-fold increase in the frequency of Zonal Council meetings since 2014 as compared to 1957 to 2013.

36 out of 54 issues have already been resolved in the 14th meeting of the Central Zonal Council Standing Committee held on January 17, 2022, a total of 18 issues were discussed in today’s meeting, out of which 15 have been resolved

Union Home and Cooperation Minister Shri Amit Shah presided over the 23rd meeting of the Central Zonal Council in Bhopal today. Madhya Pradesh Chief Minister Shri Shivraj Singh Chouhan and Uttarakhand Chief Minister Shri Pushkar Singh Dhami attended the meeting while Uttar Pradesh Chief Minister Yogi Adityanath and Chhattisgarh Chief Minister Bhupesh Baghel attended the meeting through virtual medium. Senior Ministers of Member States, Union Home Secretaries, Secretaries of Inter-State Council Secretariat, Chief Secretaries of Member States and senior officials of State Governments and Central Ministries and Departments were also present in the meeting.

In his address, the Union Home Minister said that the states of Madhya Pradesh, Uttar Pradesh, Uttarakhand and Chhattisgarh included in the Central Council are important for their geographical location, contribution to GDP and development of the country. Earlier these four states were considered as BIMARU states, but now all these states are moving out of it and on the path of development. He said that the Central Zonal Council states are the major centers of food grain production in the country and the four states included in the council have implemented the concept of Team India of Prime Minister Shri Narendra Modi ji on the ground.

In line with the amendment in the Foreign Exchange Management Act 2015, Outward Investments Rules have been framed by the Government of India in consultation with the Reserve Bank. Presently, the overseas investment by a person resident in India is governed by the Foreign Exchange Management (Transfer or Issue of Any Foreign Security) Regulations, 2004 and the Foreign Exchange Management (Acquisition and Transfer of Immovable Property Outside India) Regulations, 2015.
The Government of India in consultation with the Reserve Bank undertook a comprehensive exercise to simplify these regulations. Draft Foreign Exchange Management (Overseas Investment) Rules and draft Foreign Exchange Management (Overseas Investment) Regulations were also put in the public domain for consultations. Extant regulations pertaining to Overseas Investments and Acquisition and Transfer of Immovable Property Outside India have been subsumed within these rules and regulations.
In view of the evolving needs of businesses in India, in an increasingly integrated global market, there is need of Indian corporates to be part of global value chain. The revised regulatory framework for overseas investment provides for simplification of the existing framework for overseas investment and has been aligned with the current business and economic dynamics. Clarity on Overseas Direct Investment and Overseas Portfolio Investment has been brought in and various overseas investment related transactions that were earlier under approval route are now under automatic route, significantly enhancing “Ease of Doing Business”.

India’s first truly indigenously developed Hydrogen Fuel Cell Bus developed by KPIT-CSIR in Pune.

The Minister informs that the fuel cell utilizes Hydrogen and Air to generate electricity to power the bus and the only effluent from the bus is water, thus making it possibly the most environmentally friendly mode of transportation.

The high efficiency of fuel cell vehicles ensures lower operational costs per kilometre than diesel powered vehicles and can bring freight revolution in India: Dr Jitendra Singh.

Dr Jitendra Singh also inaugurates the Bisphenol-A pilot plant in CSIR-NCL, an important feedstock for the production of epoxy resins, polycarbonate and other engineering plastics.

National Seminar titled ‘Introspection: Armed Forces Tribunal’, held today

Free Guest Posting: Raksha Mantri Shri Rajnath Singh said the Government is committed to make the Armed Forces Tribunal more empowered and responsive and implement measures that were required in this direction. Addressing the gathering at a Seminar titled ‘Introspection: Armed Forces Tribunal’, organized by Armed Forces Tribunal Principal Bench Bar Association today in New Delhi, he said the Judiciary is a strong pillar of democracy, and judicial officers, and lawyers are in turn pillars of this judicial system. He said people knock on the doors of the judiciary when all other options were closed to them and sound Judiciary delivery systems were the basis for “Suraj” or good governance.
Shri Rajnath Singh added that domain-specific Tribunals were set up to deal with diverse cases and clear pending cases. He stressed that litigants have trust in our judiciary and whatever measures required were being implemented, such as filling up of vacancies in the Tribunals, to expedite the justice delivery process. He also assured the gathering that Government would consider suggestions that would emerge from the seminar to fulfill the aspirations of ex-Servicemen, and serving personnel for the speedy delivery of justice.
Raksha Mantri called for a balance between ‘justice delayed is justice denied’ and ‘Justice hurried is justice buried’ to lessen the burden of pendency on the judicial system in general and the Armed Forces Tribunal in particular as the timely delivery of justice will not only reduce the burden on Armed Forces Tribunal but will also reinforce the confidence of our soldiers in the system.

Introspection: Armed Forces Tribunal


Shri Rajnath Singh informed the gathering that in India Armed Forces Tribunal has both Original and Appellate Jurisdiction whereas even today in some developed countries such as USA and UK they only have appellate jurisdiction. It is very significant as the Armed Forces Tribunal is an important forum for redressal of grievances of Armed Forces personnel, Ex-servicemen, and their families.
Shri Rajnath Singh further stated that this introspective seminar on Armed Forces Tribunal has acquired added significance today when the country is celebrating ‘Aazadi Ke Amrit Mahotsav’ and recalled Hon’ble Prime Minister Shri Narendra Modi’s call on ‘Panch Pran’ for making India developed country, freeing from colonial mindset, being proud of our heritage and doing our duty. Introspection, or observation, has been given great importance in the Indian tradition, Shri Rajnath Singh added.
Minister of Law & Justice Shri Kiren Rijiju also spoke in the seminar stressing that Government was working to reduce the pendency of the cases. He stated that tribunals like Armed Forces Tribunal were playing a crucial role in reducing the pendency.
The Chief of the Army Staff General Manoj Pandey, The Chief of Air Staff Air Chief Marshal V R Chaudhary and Chief of the Naval Staff Admiral R Hari Kumar were present.
Justice Rajendra Menon, Chairperson AFT delivered the keynote address.

Free Guest Posting: An Indian Air Force contingent has reached Australia for participating in Exercise Pitch Black 2022 scheduled to be held from 19 Aug 22 to 08 Sep 22 in Darwin. This is a biennial, multi-national exercise hosted by the Royal Australian Air Force (RAAF). It will focus on Large Force Employment warfare. The last edition was conducted in 2018. The 2020 edition of the exercise was cancelled due to the COVID-19 pandemic. This year’s exercise will see the participation of over 100 aircraft and 2500 military personnel from various air forces.
The IAF contingent, led by Group Captain YPS Negi, comprises over 100 air warriors, deployed with four Su-30 MKI fighter and two C-17 aircraft. They will undertake multi-domain air combat missions in a complex environment and will exchange best practices with the participating air forces.

Lalit Kala Akademi, on the occasion of World Photography Day, organised a “Photography Exhibition” in the galleries of Lalit Kala Akademi, New Delhi today.
The exhibition was inaugurated by Eminent Photographer, Padma Shree, Shri Raghu Rai in the presence of Chairman of Lalit Kala Akademi Smt. Uma Nanduri.
The theme of the exhibition is Freedom Struggle sites of India, Forts, Mountain, Ancient temples & Heritage sites of India. A total of 1603 entries of 423 Artists were received from all over the country for photography exhibition. Out of those the jury selected 135 photographs for display in the exhibition.

Lalit Kala Akademi, is promoting & encouraging art & artists in the field of Painting, Graphic, Ceramic, Sculpture, Photography etc. for over last 7 decades. To celebrate the 75 years of Indian Independence, Akademi has organised various events and activities such as camps, exhibitions, lectures, workshops, seminars etc. under Azadi Ka Amrit Mahotsav.
Shri Raghu Rai on this occasion said that this exhibition came at a very good time when we are celebrating 75 years of Independence. He also praised the selection of photographs.
The exhibition will remain open till 28th August, 2022.
