Prime Minister to launch 5G Services in India at 6th India Mobile Congress 2022

“Write for us Guest Post”: The Prime Minister, Shri Narendra Modi will launch 5G Services in India on October 01, 2022 and also inaugurate the 6th Edition of India Mobile Congress 2022 (IMC-2022) to be held from October 1-4, 2022, at Pragati Maidan, New Delhi.

The launch of 5G services follows years of intense preparation. Recently, 5G spectrum auctions were conducted successfully and 51,236 MHz was allocated to Telecom Service Providers with a gross revenue of Rs. 1,50,173 Crores. The auction aggregated the demand for a robust 5G ecosystem that can cater to its use cases involving IoT, M2M, AI, Edge Computing, Robotics etc.

5G can unleash new economic opportunities and societal benefits giving it the potential for being a transformational force for Indian society. It will help the country leapfrog the traditional barriers to development, spur innovations by startups and business enterprises as well as advance the ‘Digital India’ vision. The cumulative economic impact of 5G on India is expected to reach $450 Billion by 2035.
DoT has amended Right of Way (RoW) Rules 2016 in August 2022, wherein the charges for RoW permissions have been made reasonable and a ceiling for RoW charges for installation of 5G small cells and optical fibre cable on street furniture has been fixed.

DoT has set up a 5G Testbed with help of IITs, IISc Bengaluru and SAMEER to develop technology in 2018. A 5G Hackathon was commenced in 2020, to trigger ideation and prototyping of use-cases by startups and has led to spurring innovative products. An inter-ministerial committee on 5G use-cases has been functioning since 2021 in coordination with 12 Central Ministries, enabling setting up of 5G use-case labs. Consultations with Industry have been held enabling the 5G ecosystem to make 5G handsets available. A roundtable was held in Mumbai with Investors, Bankers and Industry on 5G Business opportunities and to identify key interventions by the Government.

C-DOT has developed an indigenous 5G Non-Stand Alone (NSA) core. C-DOT is also developing 5G Radio Access Network (RAN) in collaboration with local industry and start-ups. C-DOT has already tested its 4G Core in collaboration with TCS and Tejas Networks successfully.

All these will help in answering the Prime Minister’s clarion call on “Jai Anusandhan”. All these efforts are game-changers for India’s manufacturing and Telecom ecosystem leading to domestic 5G enterprise carrier grade stacks as well as innovative impactful 5G use-cases.

The 5G to be launched by the Prime Minister in select cities will progressively cover the entire country over the next couple of years.

The theme of the IMC-2022, the leading digital event in Asia is ‘Encapsulate, Engage and Experience a New Digital Universe’ and has the main objective of promoting new technologies, particularly the indigenous ones and letting Citizens experience the usages and applications of 5G. The other objectives are promoting local manufacturing, fostering international regional cooperation, inspiring inclusive & sustainable development, promoting entrepreneurship and innovation, driving foreign and local investments, amongst others. It is expected to attract over 5,000 CXOs and Delegates, 250+ Exhibitors, 100+ Start-ups, 300+ Speakers, with an expected footfall of 70,000+ participants and visitors.
State IT Secretaries have also been invited to the IMC-2022 and a roundtable conference with State IT Ministers is also planned during the IMC-2022 to discuss with them about the role of States and UTs in the rollout of 5G, business opportunities, need for skill development and for interaction with potential start-ups and investors.

Addressing the 10th BRICS meet of Science & Technology Ministers through virtual mode today, Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh called for joint fight against common challenges.
In his opening remarks, he said that Brazil, Russia, India, China, and South Africa (BRICS) countries face many similar challenges such as ensuring food, affordable healthcare and energy access for its people, and addressing environmental problems like climate change, biodiversity loss etc.

The Minister also underlined the importance of Science, Technology & Innovation (STI) in bringing together our researchers to tackle new and emerging challenges.

Dr Jitendra Singh said, in order to resolve these challenges, it is imperative for us to join hands to innovate affordable scientific solutions. He pointed out that there are several areas where the lives of our people are directly benefited from our mutual cooperation like the establishment of a vaccine R&D centre, BRICS Network University, establishment of shared satellite constellation, mutual recognition of pharma products, etc.

The Minister said, BRICS Young Scientist Conclave, BRICS Youth Summits, BRICS Sports, and increase in exchanges amongst our scientific organizations, researchers and civil society have also strengthened our people-to-people contact.
Dwelling on the main session theme on “Strengthening BRICS STI Cooperation”, Dr Jitendra Singh said, BRICS countries must deepen cooperation in the areas like Health, Agriculture, Water, Renewable Energy, biotechnology, Electric mobility, ICT, AI, Robotics and Environment. He said, the network of BRICS countries can collaborate to develop joint S&T solutions, commercialized to fit their local economies.
Dr Jitendra Singh said, India would support BRICS efforts in developing innovative and inclusive solutions, including digital and technological tools to promote sustainable development and facilitate affordable and equitable access to global public goods for all. The Minister pointed out that in time to come, BRICS shall hold global importance for being the most populated marketplace, driven by the knowledge economy and underlined that BRICS countries can collaborate to develop joint S&T solutions suited to local economies.
Referring to India’s efforts and march in STI area, Dr Jitendra Singh said, Prime Minister Mr. Narendra Modi has always emphasized that ultimate aim of all scientific endeavour is to bring “Ease of Living” for common man; and a “science-based development”. He said, India is moving along the mantra of ‘Jai Jawan, Jai Kisan, Jai Vigyan, and Jai Anusandhan,’ which essentially believes in coordination of various sectors to make India a global centre of research and innovation.
Dr Jitendra Singh said, in the last eight years, Government R&D expenditure has almost doubled. In this year’s budget, Rupees 14,800 Crore has been allocated for Ministry of Science and Technology. A budget of ₹5,000 crore has been allocated for the creation of a National Research Foundation (NRF). He said, as a result of increased investment, India has reached 3rd position in scientific publication as per NSF database and the country has featured within the top 50 innovative economies globally (at 46th rank), as per Global Innovation Index (GII). It has also reached 3rd Position in terms of number of PhDs, in size of Higher Education System; as well as in terms of number of Start-ups, the Minister added.

Dr Jitendra Singh said, Artificial Intelligence (AI) is poised to disrupt our world and India, being the fastest growing economy with the second largest population in the world, has a significant stake in the AI revolution. Recognizing this, we have established 25 Technology Innovation Hubs (TIHs) in the country. International collaboration is embedded in it and we welcome researchers from foreign countries for collaborative research and sharing of knowhow, the Minister emphasised.
In the closing session, where BRICS STI Declaration 2022 was adopted, Dr Jitendra Singh said, advancing BRICS innovation enterprises, developing next generation BRICS scientific leadership and enabling resource sharing should be our guiding strategy of BRICS STI partnership. He said, BRICS countries may explore opportunities of technology transfer & mechanism thereof and adaptation of intra-BRICS technologies among member nations.
He said, “The BRICS Innovation Action Plan 2022-23” adopted would help sharing best practices and networking among BRICS Innovation ecosystem and innovation actors. India looks forward to deepen the BRICS collaboration in the field of Science, Technology and Innovation.
Dr Jitendra Singh thanked China for hosting 2022 BRICS Summit successfully and organising a series of high-level sectoral meetings including the 10th Meeting of BRICS S&T Ministers and 12th Meeting of Senior officials.

Union Minister of State for Rural Development and Steel, Shri Faggan Singh Kulaste launched the “JALDOOT App and JALDOOT App e-brochure” at a function in New Delhi today, in the presence of Union Minister of State for Rural Development, Consumer Affairs, Food and Public Distribution, Sadhvi Niranjan Jyoti and Union Minister of State for Panchayati Raj, Shri Kapil Moreshwar Patil. Secretary, Department of Rural Development, Shri Nagendra Nath Sinha, Secretary, Ministry of Panchayati Raj, Shri Sunil Kumar and senior officers from the Ministry were also present on this occasion. Representatives from all States/UTs were also present through Video-Conferencing.

JALDOOT app has been jointly developed by Ministry of Rural Development and Panchayati Raj. This app will be used across the country to capture the water level of selected 2-3 wells in a village. Manual monitoring of water levels in open wells will be measured twice in a year, from 1st May to 31st May as pre-monsoon water level and from 1st October to 31st October for post-monsoon level for the same well. Jaldoots, that is, officers assigned to measure the water levels, should also upload the geo-tagged photographs through the app on every occasion of measurement.

This Mobile app will work in both online and offline mode. So water level can be captured even without internet connectivity and captured date will be stored in mobile and when mobile comes in the connectivity area, data will synchronize with the central server. The regular data to be input by the Jaldoots would be integrated with the database of National Water Informatics Centre (NWIC), which can be utilised for analysis and display of various useful reports for the benefit of various stakeholders. Water level report, Monsoon Report and Registered user report are available at JALDOOT web portal.

While addressing the gathering at the App launch event, Shri Faggan Singh Kulaste said that with the newly launched app, the State Government/UTs and gram panchayats should involve themselves towards systematically collecting ground water level data and assimilation of the same in the central digital database for analysis. He said that the despite promoting watershed development, afforestation, waterbody development and renovation, rainwater harvesting like initiatives, the ground water level in various parts of the country has depleted. He said this app will facilitate in observing water tables across the country and the resulting data can be utilised for Gram Panchayat Development Plan and Mahatma Gandhi NREGA Plans.

Minister of State, Sadhvi Niranjan Jyoti in her address said that the withdrawal of ground water has reached critical levels in many parts of the country and addressing this issue is a priority. Therefore measurement and observation of the levels of water tables across the country has become necessary. She said that if rain water check dams are built, they will be useful in management and conservation of rain water.
Union Minister of State for Panchayati Raj, Shri Kapil Moreshwar Patil, in his address said that the State Governments should take measures by involving the Gram Panchayats towards systematically collecting ground water level data. He said we should work together on mission mode to raise the ground water level across the country.

Ninth Session of Governing Body of the ITPGRFA concludes

The Ninth Session of the Governing Body (GB9) of the International Treaty on Plant Genetic Resources for Food and Agriculture (ITPGRFA) concluded in New Delhi today.
The six-day GB9 session of ITPGRFA was inaugurated by the Union Minister of Agriculture & Farmers’ Welfare, Shri Narendra Singh Tomar in New Delhi on September 19, 2022. More than 400 eminent scientists and resource persons from 150 member-countries participated in the deliberation during the 9th session of GB.
First contribution towards Benefit Sharing Fund of Treaty from India
In a historical first, Federation of Seed Industry of India (FSII) contributed Rs 20 lakhs (~USD 25,000) to the Benefit-Sharing Fund (BSF) as the first collective contribution from Indian seed sector, during the GB-9 meetings. The BSF is the funding mechanism of the Treaty used for support of capacity building, Conservation and sustainable use projects among the Contracting Parties of the Treaty.

India appointed as Co-Chair of the Working Group on Enhancement of MLS
Dr Sunil Archak, ICAR-National Bureau of Plant Genetic Resources, India, was appointed as Co-Chair, along with Dr Michael Ryan, Department of Agriculture, Canberra, Australia, on the Working Group on ‘Enhancement of the Multilateral System (MLS)’. A fully functional user-friendly and simple MLS is crucial for the success of the ITPGFRA. Elements of enhancement would include measures for increased benefit sharing mechanism, expansion of crops and accessions available through the MLS, while also taking into cognisance changes in scientific, technical and policy environment globally.
Consensus on implementation of Farmers Rights reached after extensive negotiations at GB9
Based on meetings in the last five years of Ad Hoc Technical Expert Group (AHTEG) on Farmers’ Rights (FRs), Co-Chaired by Dr R.C. Agrawal (India) and Ms Svanhild Isabelle Batta Torheim (Norway), and the working group/plenary deliberations during the GB9 meeting, a resolution on implementation of Farmers Rights under Article 9 was finally agreed upon ensuring equilibrium and justice.
The Co-chairs acknowledged the contributions of the experts, stakeholders and delegates of the GB9 to arrive at the resolution which was difficult, but achieved, nonetheless. The GB called upon the Contracting Parties to update inventory of national measures, best practices and lessons learnt for national implementation of Farmers’ Rights under the Treaty, as per the national legislation. Further, the Treaty Secretariat was requested to publish the options for realization of Farmers’ Rights, including Option Category 10 (legal measures for the implementation of the Farmers’ Rights), which was noted as Co-Chairs proposal, based on India’s experience under the Protection of Plant Varieties and Farmers’ Rights (PPV&FR) Act, 2001 where FRs are well balanced with Plant Breeders Rights were included in the resolution as the Co-Chairs. The GB9 also called upon the Treaty Secretariat to include in its multi-year programme of work (MYPOW) for possible impact of digital sequence information (DSI) on Farmers’ Rights.

The GB9 welcomed the offer of Government of India to host a global symposium on Farmers’ Rights to share experiences and discuss future work on Farmers’ Rights and also for the assessment of the Implementation of the Farmers’ Rights as per the Treaty Article 9 in various countries which are Contracting Parties.
India flags issue regarding genebank funding
In a major breakthrough in the GB9 of ITPGRFA, Contracting Parties acknowledged the intervention made by India, and supported by many African nations, regarding effect due to institutional reform within the CGAIR system on funding of genebanks globally, and CIFOR-ICRAF and ICRISAT in particular. GB emphasised the need to ensure the long-term safety of the Article 15 IARC genebanks and the distribution of germplasm held ‘in trust’ by the CGIAR centres and other Article 15 genebanks, and for long-term solutions by strengthening the Treaty and the Crop Trust mechanism.
